So if it's like a hand full of pc's that might actually still be doable, but anything more then I'd suggest to not store the data locally, but store it on the network.

If you store it on the network, you only have to set the file and folder also the sharing permissions of the "private user folders" in question. If you were to take away admin rights of the other users on the pc's they should not be able to open another user's profile folder, making all the files in there "private", and just give the manager s admin rights and they should be able to access the files.
